Applied ICT - Contradictions between Specification and ICE

Can anyone explain the following anomoly between the specification for Unit 7 and the ICE document.

In the ICE Document it says:
"11.8 Communication between candidates during each sub-session is not allowed."

    In the specification it says:
"During the production of your database system, you should actively seek and respond to feedback from others. However, the final database solution must be entirely your own work."

    Are these two not contradictory?

I brought this up with edexcel in december. The reply was that the statement in the spec was left over from the draft proposals and that these had been superseded by the ICE doc. There should be no communication during the exam aside technical issues. I'll post the reply if I can find it.

This is the reply I had back in Dec.

Sorry - it is a little confusing. There is a conflict between that statement in the specification and the fact that the examination responses should be the candidates own work. The spec was created before the practicalities of the examination were finalised. We feel that the line between getting feedback during the exam and telling someone else the answer is a fine line that would be difficult to define and even more difficult to police. We therefore decided to get around the statement in the spec by allowing them to get feedback whilst creating their practice database. There are no marks for evaluation in the spec so the candidates will not be disadvantaged.

Thank you for prompt reply on this, however, I am still a little confused. How are students to actively seek and respond to feedback during the creation of their database if they may not communicate during the session. Revision sessions outside the session are not WHILST creating the database. Or is this just semantics?

Please refer to sections 11.8 and 11.9 of the ICE document.

    11.8 states

Communication between candidates during each sub-session is not allowed.

    11.9 states

Candidates must be advised that communication between candidates between sub-sessions relating to this examination content is not permitted throughout the examination window.

Prior to their first session candidates are given the scenario and may create versions of the database which can be discussed with their peers and their teachers and advice and feedback can be given and received.

Between sub-sessions advice may be given by both teachers and students but this must be out of context (not directly related to the exam solution.)
