Probably too late for this now unfortunately (I've just read the date of your post after I've typed a reply), but...
Two suggestions - Firstly either your head of department or yourself need to make it clear to the SMT that if they are expecting you to teach a vocational ICT course and get good results then you are going to need computers every lesson. Maybe point out to them the amount of work that goes into pupils producing a plan for the project and that they are expected to stick to those timings wherever possible, and mention how difficult that is when they do not have access to computers.
Since that doesn't sort your immediate problem though, I'd suggest that you make sure the students organise their planning such that when they are in the non-ICT room they have feedback sheets ready together with printouts of their work so that they can evaluate each others work. E.g. ICT room lesson they produce two or three prptotype versions of their logo and print these on one sheet. They also have an evaluation sheet - this could be as simple as a sheet in Word with "Good Points", "Weaknesses" and "Suggestions for Improvement" printed ready for next lesson. Then in the non-ICT room they work in small groups or pairs to add evaluative comments. Back in ICT either take a photograph of the feedback sheet or scan it in, then put it in a web page as a jpeg and link to that from the eportfolio as feedback from peers.
Other activities might include planning on paper by drawing logos, designing a poster etc before implementing those designs on the computer.
